THE TRAINING MATRIX
Licensing Act 2003

The Licensing Act 2003 introduced a single integrated system of licensing law throughout England and Wales.

The Act makes it a statutory requirement that all retail sales of alcohol must be made or authorised by a personal licence holder and that authorised premises must have a designated premises supervisor, who must be a personal licence holder.

Note that personal licences issued in England and Wales are not valid in Scotland and vice versa. Scottish licensing law has a number of significant differences in its operation.
